題目是：民族要獨立，人民要自由

Conference Theme: Nations Long for Independence, People Long for Freedom

自1949年共產黨中國以暴力手段侵占圖伯特維吾爾蒙古滿漢等各民族家園以來，對各民族民眾採取民族壓迫甚至民族滅絕的政策，使14億百姓喪失基本人權，生活在無盡恐懼和巨大的痛苦之中。這些情況在習近平上台之後更是變本加厲。

300萬維吾爾哈薩克民眾被關押在“再教育集中營”，自2009年起150多位圖伯特人以慘烈的自焚方式反抗暴政，數万台灣民眾聚集台北向紅色媒體說不，200萬香港人走上街頭冒著黑警的催淚瓦斯反對送中惡法，已經持續近兩個月。中共暴政70年，大一統秦制中央集權專制兩千年，如何走出“民族被欺壓，人民被奴役”的歷史怪圈，各民族獨立組織高舉反共產中國的旗幟，決心同心協力團結一致，實現民族獨立，人民自由的共同目標。

Since the Chinese Communist Party (CCP) usurped the homelands of multiple nations including Tibetans, Uyghurs, Mongolians, Machurians, Hans, etc. with violence in 1949, it has been exerting oppression and genocide policies upon those captive nations, depriving 1.4 billions people of their basic human rights, and burying them in endless fears and tremendous sufferings. The situation got even deteriorated since the dictator JingPing Xi coming into power. Three millions ethnic Uyghurs and Kazakhs are imprisoned in the “re-education camp”. There were more than one hundred and fifty Self-immolation protests by Tibetans protesting Chinese Tyranny. Hundreds of thousands Taiwanese congregated in Taipei and demonstrated against the Taiwan media controlled by CCP. Two million Hongkongers took to street under the tear gas launched by brutal cops and protested against the “Extradition to China” bill. This unprecedented mass demonstration in human history has lasted about two months. After the 70 years of CCP tyranny and the two thousands years of “Great Systemic Whole”(Da Yi Tong) despotism, in order to exodus from the historical bog composed of the oppression on nations and the slavery of people, all the enslaved nations that live in the territory currently called “China” must hold high the flags of anti-communism and anti-unified-China, and fight in synchronized efforts to realize the independence of all nations and the liberation of all people.

本次會議的發起人伊利夏提先生是一位長期從事反共產中國極權制度和東突厥斯坦獨立運動的維吾爾著名人士和社會活動家。自2016年起擔任維吾爾裔美國人協會主席，且精通漢語，積極支持和聲援中國海外民主運動，與民運人士有著廣泛的交流和友誼。但他的家人在中國遭受了嚴重的民族迫害，弟弟慘遭漢人的屠殺，父親喪子因悲痛去世，母親和三個妹妹至今下落不明。

Mr. Ilshat H. Kokbore, the co-organizer of this conference, is a renowned Uyghur social and political activist who has fought for the independence and liberation of East Turkistan and against the atrocity of Communist China for many decades. He has been serving as the President of the Uyghur American Association since 2016. He speaks Mandarin fluently. He devoted tremendous time and efforts to support the Chinese democratization movement abroad and established wide connection with Chinese dissidents. Because of his fight against Chinese tyranny, the Chinese government gravely persecuted his family members in China. His younger brother was brutally killed by Han people. His father passed away in the grievance of losing his son. Mr. Kokbore’s mother and three younger sisters have been disappeared from the public and lost their connection with the rest of the world until today.

隨著中國政府與維吾爾人民的民族矛盾日趨尖銳，面對有人企圖以人權壓迫來掩蓋和模糊中共國中央政府對包括維吾爾民族在內的其他民族的民族迫害和種族滅絕行為，伊利夏提意識到有必要以召開各民族獨立運動政黨圓桌會議的形式，團結包括香港上海民族在內的追求民族獨立和自由的團體，聯合起來，以先獨帶動後獨的方式，推動和發展反中共國極權政府和各民族解放運動。經過多次醞釀和研討協商，終於決定在8月23日星期五，在美國國會，邀請各民族獨派團體的代表一起坐下來，相互交流學習，共謀民族獨立大業。

With the increasing conflict between Uyghur people and Chinese government, and some people’s attempt to cover the large-scale ethnic persecution and genocide with the alleviated and blurred concepts like human rights violation, Mr. Kokbore felt the necessity to hold a roundtable conference focusing on the independence of the captive nations in China, coordinating all pro-independence and pro-liberation organizations (including those who support the independence of Hong Kong nation) to work and fight together in the manner of “the alliance among the captive nations who are advanced in independence and those who lag behind”, and promoting the great cause of throwing off the totalitarian ruling of Communist Chinese Government and liberating the captive nations. After many rounds of discussions and preparations, we set the conference date as Friday, August 23rd, 2019, in the United States Capitol, and invited the representatives of various pro-independence organizations to set down together, communicating and learning from each other about how to liberate the captive nations that are currently enslaved by the evil empire of China.

本次會議具有五個目的：

一，宣揚我們的共同理念，即反對共產黨中國政府的極權統治和民族迫害，爭取民族獨立。唯有民族獨立，才有民族自由。唯有民族自由，才能建立真正保障人民基本人權和法治的社會制度。

二，呼籲西方文明社會關注在中國大陸發生的人道災難和種族滅絕。新疆地區的再教育集中營關押百萬維吾爾人，西藏地區的數以百計的反對宗教迫害自焚抗議，漢族地區人權律師和異議人士捍衛人權所遭受殘酷的政治迫害，和各方面普遍壓制人們基本人權尤其是言論自由的現象。

三，為各民族獨立運動的聯合構建平台，精誠合作，相互支援，共同對敵。同時向共產中國政府和中國極端民族主義展現我們的追求民族獨立的決心和意志。

四，聲援香港民眾反對送中惡法，控訴黑警暴力，捍衛自由法治，爭取普選自治的非暴力抗議活動。

五，喚醒和鼓勵中國大陸其他遭受極權統治和壓迫的民族站出來與中共作鬥爭。實現先獨帶動後獨，瓦解中國大一統主義專制統治，實現民族獨立和自由。

預祝本次大會獲得圓滿成功！祝各民族反共獨立運動獲得偉大勝利！
